Prof. Freckmann, head of the Neuhammerstein Experimental Station in the district of Lauenburg, endeavours to establish soil-based breeding and multiplication of fodder plant seeds as part of his work at the Prussian Experimental and Teaching Institutes from 1921 onwards. In 1923 he founded the “Deutsche Saatveredelung" (DSV) as a limited company with large agricultural enterprises.
The first aim was to secure fodder production through the multiplication of fodder plant seed. The focus is on grasses, clover and coarse legumes.

In November 1923, warehouse and office space was rented in Landsberg/Warthe. It was a two-storey warehouse with three rooms of 250 m² each.

Initially, varieties are propagated by various breeders, such as Lembke (today NPZ). DSV participates in the development of official guidelines for field acceptance and for the final acceptance of fodder plant seed.
In addition, a standard propagation contract was created, in which the conditions for a hitherto unknown contract propagation of fodder plant seed were laid.

DSV was intensively engaged in improving the production and processing of seeds. During this time, for example, the undersowing system and the Landsberg mixture were developed.
